The Hellenic OCR Team is supporting the panel “Modernization of Parliamentary Institutions in the Era of Emerging Technologies” that takes place at the 29th IPSA World Congress in Rome, 24–28 July 2027.
We invite papers examining the modernization of parliaments in the broadest sense, including, but not limited to:
- the adoption of artificial intelligence in legislative drafting, scrutiny, and oversight;
- digital tools for citizen engagement and open parliament initiatives;
- “rules as code” and computational approaches to legislation;
- parliamentary cybersecurity and data governance;
- the digitalization of committee work and plenary procedures;
- capacity-building and training for parliamentary staff and legislative specialists;
- comparative and historical perspectives on institutional modernization; and
- the political, ethical, and regulatory implications of emerging technologies for representative institutions.
Contributions from political scientists, legal scholars, public administration researchers and practitioners working within or alongside parliaments are welcome, with particular encouragement for comparative, empirical, and interdisciplinary approaches. Papers may address national or regional legislatures, international parliamentary bodies, or sub-national assemblies, and may consider both the opportunities and risks that advanced digitalization presents for legislatures.
